Description: Habitat Management Plan Units (Revised July 2013 to eliminate sliver polygons and dissolve identically coded adjacent polygons). This layer shows the units making up the city's Habitat Management Plan. Each unit is described below. For more information, please refer to the city publication 'Habitat Management Plan for Natural Communities in the City of Carlsbad'(HMP), dated November 2004, available at http://www.carlsbadca.gov/services/environmental/hmp/docs/Pages/hmp.aspx.Existing Hardline: This is land that has been designated for preservation as part of the original approval of the HMP. Open Space boundaries are generally fixed and not subject to change. Typically these open space areas have General Plan and Zoning designations of Open Space, but not in every case. Many are also covered by some type of easement restricting the uses to those compatible with open space or wildlife conservation purposes. Ownership may be either public agency, private conservancy, private individual, or homeowner association. An area-specific Preserve Management Plan may or may not be in place. Proposed Hardline: This is land that is proposed to be preserved as part of a development project that has not yet been approved. Boundaries of open space may be subject to modification during the approval process. General Plan and Zoning designations are typically not Open Space but should be changed to Open Space upon project approval. Easements and Management Plans would typically not be provided until after project approval. Ownership is typically private. Standards Areas: Standards areas are land that has no approved or conceptual open space design but instead is subject to written standards in the HMP. The actual boundaries of the future Hardline Preserve are established through the development approval process. See HMP dated November 2004. None of the Above: Undeveloped properties that are not shown as being in one of the above categories and are not envisioned to be part of the HMP preserve system but may still have sensitive habitat or species that necessitate onsite conservation.
